A boys' school which caned seven students and expelled one for taking upskirt pictures and videos of teachers did the right thing by not going straight to the police, parents have told The Straits Times.

But opinions are split over whether the school, which has not been named to
protect the six teachers' identities, should have expelled one of the students as he had been involved in a similar incident earlier.

Seven boys were found to have taken pictures and videos with their smartphones and 23 others received or shared the images.

The school's principal said the school received information about the images on Oct 5 and started an investigation. While the matter was handled internally, a police report was later made, though it is not known who made it.

A parent with a Secondary 2 son in the school said her child was very upset when he came home on Oct 19, after the seven main culprits in Sec 1 to Sec 3 were caned in front of their respective levels.

"I understand how it could have happened," said the 48-year-old sales director. "When dealing with young boys, you cannot hold them to the same standards that you would an adult. They might think that sharing pictures or videos is funny even if they know it's bad.

LACK OF THOUGHT

A lot of them don't think about the effect on women, or that what they are doing is disrespectful to women. Their (acts) of upskirt video-taking are usually a part of 'thrill seeking' or for their own emotional stress release.

DR MUNIDASA WINSLOW, senior consultant psychiatrist at Promises Healthcare in Novena Medical Centre, who has met many young people and adults who have taken upskirt videos.

"The boys didn't know how serious it was and it gave us an opportunity to talk to our children about why it's wrong."

While she approved of the expulsion, given that the student had been given a second chance by the school, she was disappointed that someone had made a police report.

According to a report in The New Paper, the teachers have spoken to the culprits and forgiven them. Parents told The Straits Times that their children said a prayer and reflection session was held before the caning.

"I think that (going to the police) was unnecessary," said the sales director. "We all make mistakes. As a parent, I can understand how it could have happened."

A 44-year-old counsellor, who has two sons in the school and wished to remain anonymous, felt the same. "These boys are young and need to be handled sensitively," she said, adding that she wished the school had not expelled the boy. "I would have liked the boy to have stayed on but with conditions like going for counselling."

Mr Gavin Foo, 39, who works in private equity and has a six-year- old daughter, said: "Boys (at those ages) are always up to some degree of cheekiness. They crossed the line by sharing the upskirt images, but it still doesn't warrant expulsion."

Dr Carol Balhetchet, clinical psychologist and senior director of youth services at the Singapore Children's Society, said expelling the teenager does little to solve the problem and suggested that he needed counselling and therapy.

"He's going to go somewhere else and do the same thing," she said. "You're not solving the problem; you're postponing it. (Expelling) him is just transferring the problem to someone else. If he's doing it just to gain confidence within the peer group, then he needs to find alternatives to gain confidence."

All those dumb NUS female undergrads learned a valuable lesson. After being morlested during orientation, the fucked up NUS did close to nothing n garbagement did nothing to protect them. They know now spore is a fucked up country which pays lip service to their values

Now these sec one n two kids will also know first hand spore is also a fucked up place. Not too young to learn

SINGAPORE - A 53-year-old man placed his mobile phone in a supermarket shopping basket with its camera facing up and took an upskirt video capturing 10 victims over 46 minutes.

On Wednesday, Noel David Jones was given four weeks' jail after he pleaded guilty to three out of 10 charges of insulting the modesty of a woman.

The remaining seven counts were taken into account in sentencing as part of his plea bargain.

A district court heard that Jones, a British national working as a project services system specialist, went to Cold Storage supermarket at Great World City on June 12.

He set his iPhone to video recording mode and placed it in a basket.

From 7.43pm to 8.29pm, Jones walked around the supermarket holding the basket.

He would walk close to and loiter around female shoppers.

He loitered around one victim for about four minutes as she walked along the supermarket, intermittently holding his basket beneath her dress multiple times.

He recorded about 29 seconds of upskirt video footage of her in total.

Jones also loitered around another victim for about three minutes, holding his basket underneath her dress intermittently.

He captured about 15 seconds of upskirt video footage of her in total.

But the victim and her boyfriend became suspicious of Jones due to his constant loitering around them. They reported the matter to supermarket staff.

SINGAPORE - Suspecting that her colleague at Singapore Civil Defence Force (SCDF) had taken an upskirt video of her, the victim set up hidden cameras near her cubicle to catch him.

As a result of the "sting" operation, Poh Siok Peng, then a major, was caught on March 9 last year.

He pleaded guilty to two counts of insulting modesty on Wednesday (May 3).

The court heard on that day, the 45-year-old married father of two went to the 26-year-old woman's desk and chatted with her. She noticed he was fidgeting with his mobile phone at her desk.

After she viewed the footage extracted from the hidden cameras, she confirmed Poh had used his cellphone to record a video of the victim from under her desk.

She made a report the same day. His phone was seized and two upskirt videos of the victim taken on March 4 and 9 last year were retrieved.

Deputy Public Prosecutor Chee Ee Ling said that sometime in January and February last year, the victim noticed that Poh often came to her cubicle to chat with her.

"He would sit in front of her in an awkward position - constantly looking and bending down while chatting with her as though reaching out for something under her desk," she said.

He would always sit in front of her instead of standing next to her desk like other colleagues, especially when she was wearing a dress or skirt to work.
