Not all are rumours...... these 3 deals are confirmed pending medical & paperwork.
1) Rickie Lambart - £4m (transfer completed)
2) Emre Can - £10m (terms agreed & pending work permit approval)
3) Moreno - £17.9m (terms agreed & pending medical)

Just these 3 players already cost more than the budget of £60m given to BR to strengthen the team so I think he will not splurge the remaining £30m on Lallana.

I think the priority should be another CB and a DM as cover for Gerrard.
Dun forget Agger has been told he can leave after his outburst at BR and there are rumours that he may join Lampard in the MSL.
Sebastian Coates is another player looking to leave for more regular playing time. Although Andre Wisdom has returned to the team after his loan spell..... he is still not experienced enough so we definitely need another CB.

I believe he was brought in by Liverpool mainly because of his versatility to play in various positions as well as his young age, at a reasonable price of 9.75 million pounds.

But looking at Liverpool's current playing squad, it'll be better for him to play in central midfield alongside Jordan Henderson.
