Clever uncle....... PP mainly use USD so also change here first as down there is super lousy if you buy USD, Myanmar leh I will advise you to change there as the biggest note is very small so end up you will hold 1 big stack machiam holding 1 brick if you change here first

Change over there in town area is much better, however if you need a bit just for taxi or miscellaneous costs, change a bit at the airport first than change the rest once you are visiting Cho Ben Thanh area since it is a tourist hotspot

FYI if you are not changing huge amounts or not bothered by small percentage differences like 3 - 5%, then all these does not matter anymore regardless of where you change
