Advice noted. But, actually, as per what replied to Thom, the bulk of the sms are local smses when she (and also a couple other VBs behind her back ) still here lah. After she went back, it's mostly using Yahoo IM and Chat Chat liao. Good and bad that she's good with computer stuff. Good because can communicate cheaply, but bad as she will ask me turn on webcam to "prove" I am where I say I am.

I use the M1 prepaid.
sms alot to vn but never use up the amount.
M1 still give some free sms
Expiry date reach, still have alot $$ but need to top up. My local call amount alot leh. (This means I got no vb in sillypore )

U sms her alot nvr mind, but she sms u back, it is expensive for her. Talking for 1 min is the same charges as 1 sms, but talking can know more, clearer info, listen to her voice, etc. If u call her at nite, M1 is only 8cents.

Do u know that with the M1/Starhub/Singtel, the prepaid card of $25-28 can have $100 local value? These gives u 625min of local cards at peak hr; 2000 sms can be sent locally? I dun know how come ur bill can be $200+

Actually, I fail to mention that last bill was the exception rather than the norm lah. Now that she's back and normal communication mode is Yahoo IM, I'm expecting things to fall back normal. (But, still got other problems lor... )

And yes, I've since purchase a few prepaid cards for my own usage liao.

Medical fee on the rise

How will poor patients afford hospital treatment?

VietNamNet Bridge – New laws on health insurance means poor patients will now have to pay five percent of their medical bills, but will they be able to?

Don’t let poor patients die but …

Among poor patients who buy health insurance, those who suffer from dangerous chronic diseases are among the most influenced by new regulations demanding they pay 5 percent of hospital fees. The longer the treatment process is, the more fees they have to pay.

Hanoi-based Bach Mai Hospital, one of the biggest hospitals in the country, has around 300 poor patients who are treated at its kidney ward. These people have to use a blood filtering service. Under the new law, a patient will have to pay an additional of 500,000 dong of hospital fees a month. This is a huge amount of money for rural people.

Moreover, according to the new law on health Insurance, the pay from the health insurance fund for hi-tech health services is restricted to 26 million dong per process. In fact, some critical diseases (cancers or cardiovascular diseases) require hi-tech services worth dozens of millions of dong per treatment phase so the expense is huge. After deducting 26 million dong paid by the health insurance fund, patients will have to pay the remaining.

While the Ministry of Health has confirmed it would not let patients die because of a lack of money, patients have had to stop treatment and wait fordeath because they don’t have money.


Can the Health Ministry defend its stance?

Tong Thi Song Huong, the chief of the Health Insurance Department, said it really is a big problem for patients who suffer from chronic diseases including kidney patients, poor patients and ethnic minority patients.

She was asked why these people were included in the group of patients who have to pay hospital fees together with the health insurance fund when the Law on Health Insurance was drafted. Huong explained that at the beginning, the Health Ministry defined that these patients didn’t have to pay hospital fees. However, members of the compilation board and the National Assembly’s Committee for Social Issues later reversed this.


Seeking assistance for poor patients


The Health Insurance Department, the Vietnam Social Insurance Agency and clinics are seeking measures to help poor patients.

The Health Insurance Department’s chief said that it would suggest the government set up a fund for poor patients.

An official from the Vietnam Social Insurance Agency, Nguyen Minh Thao, said the agency is considering setting a ceiling for self-payment of hospital fees for poor patients. If the fees that poor patients have to pay exceed a threshold, the state will pay the extra.

However, he said that the state budget would be unable to cover this and it should be covered by social sources.

Officials of larger hospitals said that the Health Ministry suggested using the Fund for Treatment and Examination for Poor People to cover the pay for poor patients but this remains undeveloped as an idea.

While poor patients don’t have money to pay hospital fees together with the health insurance fund, Song Huong said that hospitals temporarily have to treat patients. She says it is still not urgent for poor patients because “the social insurance agency asks for payment on a quarterly or monthly basis”.

Insured patients hit for part fees

Patients give health insurance details to a nurse at Hoan My Cuu Long Hospital in Can Tho City.

VietNamNet Bridge - More than 90 per cent of insured patients will have to co-pay for check-ups and treatments, according to the new health insurance law that takes effect on January 1.

Tong Thi Song Huong, director of the Ministry of Health’s Health Insurance Department, said patients with health insurance must pay part of the hospital fees, depending on the level or category of hospitals, and the kind of insurance policy bought.

Insured patients who are examined and treated in hospitals assigned under their policy must pay between 5 and 20 per cent of hospital fees. Those who use other hospitals must pay 30-70 per cent of the fees.

Cao Van Sang, head of HCM City’s Social Insurance Agency, said that retired officials, ethnic minorities, needy people and welfare recipients with poor health would pay 5 per cent of hospital fees.

Students, employees and others who are not obligated to buy health insurance will pay 20 per cent of the fee.

The nation’s health insurance fund will pay for children under six years old and people who have contributed to the revolution.

No co-payment will be required for examination fees that do not exceed VND97,500 (US$5.3).

Patients who received treatment and check-ups at hospitals in communes and wards would not be obligated to co-pay, Sang said.

Under the new health insurance law, insured people will be provided with health insurance cards with a new code.

Nguyen Minh Thao, head of the Viet Nam Social Insurance’s Health Insurance Evaluation Committee, said that nearly 50 million people nationwide currently bought health insurance.

For insured patients who are being treated during the printing period of the new cards, old insurance cards will still be effective until they are discharged from the hospital. For people who have not received new health insurance cards, social insurance agencies will provide a document that confirms the patient is waiting for a new card. Children without new cards will be allowed to use their birth certificates.

In HCM City, Sang said that new health insurance cards for retired officials would be sent to People’s Committees of their wards soon.

Most children under six years old and 1.1 million students in HCM City have received new health insurance cards.

School violence: gusts of wind create strong storms

VietNamNet Bridge – Educators have rung alarm bells over school violence, reporting several thousands cases of students fighting each other and warning that today’s “gusts of wind” may create strong storms tomorrow.

According to Phung Khac Binh, Director of Student Affairs under the Ministry of Education and Training, 8,000 cases of student fights have been reported by 38 local education departments since 2003.


Juvenile criminals

In HCM City, a group of 7th grade girls at Chu Van An Secondary School snatched the hair of a classmate and threatened her with razor blade, while other students stood watching and videoed the action with their cell phones.

In another case, two male students of Tan Binh School in HCM City, who had previous disagreements, met each other on campus after school. One student stabbed the other in the chest with a knife. The student died.

Do Duy Bao, a Tan Binh teacher, commented that the school prohibits weapons, but teachers cannot examine the schoolbags of every student each day. If they do this, it will cause dissatisfaction among the students.

In Hanoi, the murder of a male student at Dai Mo High School occurred because of a minor disagreement between students of two different classes.

The issue escalated when students of one class gathered 10 more friends to “take revenge” on the other. One of the students died on the way to the hospital due to his serious injuries.


Families and schools need to join forces

Do Thi Hai, MA, Deputy Head of the Environment and Social Affairs Research Institute, blames school violence on students’ lack of living skills.

A survey of 1000 students showed that 95 percent do not have life skills, 77.7 percent of students have never been educated about living skills and 76.4 percent need life skills training and get embarrassed dealing with problems they meet in their lives.

Former Deputy Director of the HCM City Education and Training Department, Nguyen Van Ngai, maintains that parents need to keep closer watch to discover early on any conflicts that may lead to violence. The department has also asked schools to foster the teaching of morality.

Dr. Huynh Van Son from the HCM City University of Education suggests that minimizing school violence must be done in consultation with psychologists, who can help harmonize young people’s development.

While severe punishments have been urged, educators stress that the punishments must be reasonable so that students have a chance to mend their ways.

According to Professor Van Nhu Cuong, a famous educator, teachers strongly protest school expulsion as a punishment, because this means that schools will throw “bad eggs” into society.

Illegal bill posters to have their phones cut off

VietNamNet Bridge - Businesses that stencil illegal advertisements on walls around the city will have their phone numbers disconnected as of March, according to Pham Quoc Ban, director of the municipal Department of Information and Communications.

Ban said local authorities would collect telephone numbers on bill-poster advertisements and forward them to mobile phone companies for disconnection.

He said an inspection team had already been established to collect mobile numbers across the city. To date, seven mobile phone and 12 cable television and online gaming companies have signed onto the crackdown.

Ha Noi People Committee’s chairman Nguyen The Thao has urged relevant authorities to start removing illegal advertisements in the city this month. Illegal ads should be removed, walls repainted and measures taken to prevent reccurrence of the ads, said Thao.

City police and the judicial department would take responsibility for issuing stricter punishments for violators, while the Department of Culture, Sport and Tourism would be responsible for constructing public advertising boards, Thao said.

Statistics from the People’s Committee showed that 360,000 bill-posted advertisements and 5,400 posters had been removed so far under the crackdown.

But the campaign has so far had a limited focus on public places and key streets. Nguyen Huong Trang, resident of Dao Duy Anh Street, said the walls of her house had been covered with bill-posters for years.

"It’s a waste of time cleaning them as ads reoccur just as fast as the last ones are removed. Something must be done to stop people from using others’ property like that," Trang said.

The central Hoan Kiem District People’s Committee has decided to issue a fine of VND500,000 (US$26) to those who are caught red-handed.

Meanwhile, in HCM City, Le Quang Vinh from the municipal Department of Culture, Sport and Tourism said they were also mapping out strategies to curb illegal bill-posters by the end of the year.

The department planned to issue penalties like those being implemented in Ha Noi to violators.

"It’s easier now to find the owner of a telephone number," Vinh said. Especially now that the Ministry of Information and Communication has set a deadline of January 31 for all mobile phone subscribers to register their personal identification.
