Gold hits all-time high
============================

The price of gold in Vietnam hit a record high on September 15 after global market climbed to an all-time high of US$1,276 an ounce as a worsen European financial turmoil spurred the demand for the metal as a safe-haven.
At most gold shops, the metal was bought at VND29.7 million and sold at VND29.75 million shares, an increase of VND400,000 a tael.

Domestically, gold fetched VND450,000 a tael lower than global prices.

Jewelers continued to keep a narrow range between selling and buying prices at to boost trading as bullion market became muted after the metal hit VND29.5 million.

Dollar exchange rate on black market remained stable. The greenback was bought at VND19,490, and sold at VND19,510.

Commercial banks purchased the US dollar at VND19,450, and sold at VND19,500, almost unchanged in the past few weeks.

Internationally, the precious metal surged to record on demand for a haven against turmoil in the global economy and financial markets.

Gold for immediate delivery jumped 1.9 percent to close at $1,269.7 an ounce, marking the strongest rally in the past four months, after fluctuating between $1,256.4 and $1,275.7 an ounce.

In Asia, after sliding because of profit-taking, the metal resumed gains. Spot gold was trading at $1,270 an ounce as of 9am Vietnamese time.

Most major investment funds bought gold heavily after just watching the market for about a week. SPDR Gold Trust, the largest exchange-traded gold-backed fund, purchased 6.1 metric tons, increasing its holdings to 1,298.7 metric tons, figures on the company’s website showed.

The US economic data released yesterday was all positive numbers. Retail sales rose 0.4 percent in August. While inventory edged up 1 percent in July, the highest level in the past two months.

However, economic recovery outlook became faltering in Europe as statistics announced the same day showed that German investor confidence, which aims to predict developments six months ahead, dropped to 19-month low. Meanwhile, a positive report on GDP growth by European Commission imposed debasement pressure on the precious metal one day earlier.

Gold is heading for a tenth consecutive annual rally and has advanced 16 percent this year amid economic uncertainty.

The dollar exchange rate against the euro sharply dropped to $1.3 a euro in Tokyo this morning.

Light sweet crude oil slipped $0.39 a barrel, or 0.5 percent, to close at $76.8 a barrel.

This morning, crude oil traded near $76 a barrel.

Educational ministry to impose punishment on illegal formation of schools

VietNamNet Bridge - The Ministry of Education and Training (MOET) has decided to enhance punishments on illegal acts in establishment of educational institutes.


Under a decision issued by the ministry, anyone to illicitly set up educational facilities from pre-schools to universities will receive fines ranging from VND10 to 100 million. Forming classes without permission of the local government will be fined VND500,000 to over VND10million.

Educational institutes will be penalized over VND40 million if they grant students licenses which doesn’t come within their jurisdiction. Schools shortening curriculums will be fined over VND200,000.

MOET will impose punishment on those universities who have enrolled students more than regulated admission.

The maximum fine of VND 10 million will be inflicted on abusing students and teachers’ physical and mental health.

MOET complained some managers did not fulfill their duty of implementing punishments ruled in a MOET previous regulation.

Woman fined for prostituting herself

SINGAPORE: A Vietnamese woman who gambled away her money at the Marina Bay Sands casino was fined $700 Wednesday for prostituting herself there.

Thirty-six-year-old Duong Linh Thao talked to security guard 50-year-old Rames Algasamy as he walked past early last Saturday morning.

She offered the guard sexual services for S$200, a District Court heard.

When he refused, Duong "persistently offered to provide sexual services" to Mr Rames. He then called the police.

Apologising in court, Duong said she went to gamble at the casino but lost all her money. That was when she decided to commit the offence.

Charged under the Miscellaneous Offences (Public Order and Nuisance) Act, she could have been fined up to $1,000.

Urban teachers “find” sky-high income

VietNamNet Bridge – Salaries paid by the State to general school teachers are too low to feed their families. Teachers in urban areas can still obtain high income through teaching extra classes.

KD Primary School is a well known school in Hanoi and all parents dream of bringing their children to this “star” school. However, the number of seats is limited and there are too many applicants. Parents have spread the word that, to get a seat there, every student needs close relations with the school’s leaders and to pay $1000. The sum goes into the pockets of the school’s managers.

As for other teachers, the most popular way to earn money is teaching extra classes, which can be set up at schools, centres or homes of teachers

A survey conducted in 2004 by Dr. Nguyen Thi Quy from the Education Research Institute under HCM City Pedagogical University showed that 45.3 percent of students in HCM City go to extra classes.

Not only teachers, but school managers can also earn money from the extra teaching. Students who attend extra classes pay an “administration fee”, 15-20 or even 40 percent of tuition rates. The schools’ management boards can pocket these sums, so school staff can earn tens of millions of dong, or several thousands dollars, each month. This is considered a “sky-high” income in Vietnam.

According to the General Statistics Office, the income per capita in Vietnam in 2009 was $1000 per annum.

On average, teachers can earn 3-5 million dong per month in “extra income” through extra teaching. Quy’s survey also showed that, in big cities, income from extra classes can be up to 4-6 million dong a month.

The tuitions also vary, depending on the fame of teachers. Teachers of Hanoi-Amsterdam Gifted High School are considered as having the highest extra income, because this is such a famous school.

Some claim that the most qualified teachers of the school earn 60-70 million dong a month.

High school students talk a lot about TVB, an experienced math teacher. The teacher spends most of his time on extra classes, where he earns at least 500,000 for every lesson. On average, TVB has three “shifts” a day, which means that he can earn 1.5 million dong a day, an income most people earn for the month.

There are many teachers like TVB. Right in 2004, a survey on extra classes in HCM City showed that a famous teacher could earn up to 200 million dong.

Teachers nowadays do not live on their State salaries. The total income earned from the State by some teachers of Hanoi-Amsterdam Gifted High School is just several million dong. V, a teacher at the age of 50, gets 3.6 million dong a month, while V.A, who is about to retire, gets 3.9 million dong.

At KD Primary School, a teacher born in 1971 is receiving 1.3 million dong a month from the State. Even the headmaster at age 48 with 20 years of experience, obtains 3.4 million dong. Most other teachers get two million dong.

At KL Primary School, there are only a few teachers who have salaries of more than three million dong a month, and all will retire soon.

Parents condemn ‘hidden’ school fees

Schools have been found to be charging parents with a raft of extra fees, including fees to cover costs to keep schools clean as well as fees to help cover schools' power bills.

A parent of a young boy attending a pre-school in Ba Dinh District said she was asked to contribute to a so called "donation fund" shortly after the start of the 2010-11 school term early this month.

Parents had also been asked to pay a long list of other fees, averaging at VND100,000 (US$5.1) each, she said.

Another pre-school in the same district collected up to VND1 million ($52) per student for school construction fees.

Duong Thu Ha in Tay Ho District said she had to pay "unreasonable" fees for her daughter's primary school education.

"Current regulations stipulate that students at State-owned primary schools are exempt from tuition and only have to pay several non-tuition fees," Ha said. "But these fees in fact cost even more money than the actual tuition fees."

Earlier this month, central Da Nang City's People's Committee warned the Tran Van On Primary School in Hai Chau District against collecting illicit non-tuition fees, Nguoi Lao Dong (The Labourer) reports.

The school had collected between VND200,000 to VND1.5 million ($11-$77) per student for a so-called "voluntary contribution" fund.

Parents at Huynh Ngoc Hue Primary School in the same province's Thanh Khe District were asked to contribute to the school's fund-raising efforts and to help pay for the purchase of teaching equipment.

Parents of children at the school's grade 1 classes were required to contribute money to buy a new liquid cristal display (LCD) TV along with other items which cost a total of VND20 million ($1,030). Each student's parents had to pay VND500,000 ($26).

Meanwhile the province's regulations state that the maximum contributions from each parent must not be more than VND100,000 ($5.1), and should be made on a voluntary basis. In addition, the money must not be used for buying school equipment.

The collection of illicit fees by many schools has also raised concerns among parents in the Cuu Long (Mekong) Delta region.

Head of An Giang Province's Education and Training Department Nguyen Thien Nguyen said primary students were not obliged to pay insurance premiums, even though this was compulsory at most schools.

Vu Nhu Trong, a farmer in Thai Binh Province said his son's school collected VND230,000 ($11) for insurance fee, not to mention other fees.

"Such an amount of money is quite large for a farmer like me," he said.

Pham Minh Hac, former minister of Education and Training, said a lack of financial transparency at schools due to unspecific regulations from the State was the main cause of the problem.

Hac said the Government should clearly stipulate regulations on non-tution fees and apply them strictly.

The director of the Ha Noi Education and Training Department said the negative phenomenon occured partly due to parents, as they did not report their concerns to authorities in a timely manner.

The department would hold a meeting with parents' associations to provide more specific guidelines to prevent further violations.

Minister of MOET Pham Vu Luan said schools could not collect unreasonable amounts of money if parents did not agree, so parents should join hands in fighting for financial transparency in schools.
