Selangor MB: Massage in considered alternative medicine

SHAH ALAM : Women or men in Selangor wanting to work as masseuses in health and traditional massage outlets will soon be required to attend certified courses.

Mentri Besar Datuk Seri Dr Mohamad Khir Toyo said this was needed to ensure that the massage parlours employed qualified masseuses and such a move would help to regulate massage outlets and prevent them from being used for vice activities.

Currently there are private commercial training centres in Klang Valley and certificates from these centres are recognised.

“Most people want a good rub down, someone to knead their aching muscles. Our regulations ensure that the massage parlours provide authentic massage and not entice their customers into vice activities,” he said.

He added: “From May, those wanting to work as a masseuse in the state must have a certificate from a certified training centre.

“It is vital to enforce regulations for this type of service, as massage is considered alternative medicine. With Visit Malaysia Year, tourists visiting Selangor should be treated to the best massage techniques that can relieve their stress or aches ,” he said.

Dr Khir, who answered questions on regulations for massage parlours posted by Jeram assemblyman Datuk Amiruddin Setro at the State Assembly, said making it compulsory for masseuses to have certificates would create a value-added work force.

“Further to that the masseuse will be required to undergo medical tests in specified government hospitals or clinics at times stipulated by the respective health departments in local councils,” he said.

“Alternative medicine has a good market and we want to ensure that the masseuse who has close contact with the customers does not pass on a disease. It is better to have strict conditions to prevent any untoward incident,” he said.

Dr Khir said a state directive had also been issued to freeze the issuance of new licences for massage centres.

He added that the move to regulate the massage parlours must be seen in good light as even blind masseuses have certificates.

S'gor to tighten by-laws on massage parlour licences

SHAH ALAM : The Selangor state government will revamp the local government by-laws to enable massage parlour licences to be issued prior to any renovations to the premises concerned.

"There's no need for small rooms equipped with a bed and a bathroom if they are only meant for massage services," Mentri Besar Datuk Seri Dr Mohamad Khir Toyo said at the opening of the state legislative assembly sitting here today.

Responding to Ng Suee Lim (DAP-Sekinchan) on the misuse of massage parlour licences for vice activities, he expressed frustration over the fact that some local council heads were still issuing such licences despite inadequate number of personnel to monitor the situation.

"We are lacking in monitoring and enforcement but we still issue licences because we don't feel responsible for their management. We feel that a license is merely a piece of paper," Mohamad Khir said.

He also urged elected representatives sitting on local councils to bring up the issue of abuse of massage parlour licences at their respective meetings, reports Bernama.

Mohamad Khir said local councils must ensure that the number of massage parlours met the demand.

He said if there was an over-supply, those just venturing into the business might face problems in competing and shouldering operational costs like rentals, and this would tempt them to provide illegal additional services.

"The government encourages that the business be conducted in a legal manner especially by operators who are handicapped people as they are trained and want to be independent in earning a living," he said.

To the original question by Datuk Amiruddin Setro (BN-Jeram), he said the state government had decided to provide guidance for Muslim girls caught in vice raids on massage parlours.

He said they must be taught to respect the law, understand religious values and encouraged to join beneficial activities in the future.

"Most of those who have been caught don't possess deep knowledge of the religion, and it is unfair to punish them," Mohamad Khir said.

Pressure on the illegal massage outlets in PJ

Crackdowns on illegal massage parlours in Petaling Jaya are still under way, pending the state government’s announcement of new operation guidelines.

The clampdown issued by the state government to fight vice early this year covers stand-alone massage parlours and hotel spas.

“We still have not received any guidelines as yet and there has been no indication as to when that will happen,” said Petaling Jaya City Council (MBPJ) public relations director Haniza Abdul Hamid.

“However, the council is still cracking down on illegal massage parlours in the city together with the police and state Islamic Reli-gious Affairs Department (Jais).”

In a recent statement, mayor Mohamad Roslan Sakiman said only eight out of 89 massage parlours including beauty parlours and foot reflexology centres in Petaling Jaya had proper licences.

Haniza said the figure was obtained from data collected between January and December last year, and included 105 compounds based on various charges, six arrests and closure of six premises.

“The parlours whose operations have been halted include those that had not adhered to the conditions stipulated by the law under the Undang-undang Kecil Rumah Urut MPPJ 1999,” said Haniza.

Owners of unlicensed premises can be charged a compound of up to RM1,000, and if convicted in court, can be fined up to RM2,000 or less than one year jail term, or both, or be imposed a fine of not more than RM200 a day, she said.

Since January this year, the council has conducted 110 raids, resulting in the closure of 63 premises.

On whether spas within hotels have been affected, Haniza said: “Our instructions were to conduct enforcement on massage parlours.

“We have conducted raids in hotel spas, but so far none have been shut down.”

A check with the Malaysian Association of Hotels (MAH, Selangor chapter) and Malaysian Association of Hotel Owners (MAHO) revealed there have been no complaints from member hotels from Petaling Jaya on enforcement activities on in-house spas.

“Hotels are one of the main players in the tourism industry, and we are particular that our spa operators are clean and credible,” said MAHO executive director Shaharuddin M. Saaid.

According to a spokesman from the Mentri Besar’s office, the onus lies with the local authorities to give due notice to hotels on such enforcement activities.

Both associations, however, have denied receiving any formal letters from the local authorities on the state government’s move to clamp down on vice activities in spas and massage parlours.
